Student Loan Forgiveness 2026 — Complete Guide

SAVE plan ended · RAP launches July 1 · IBR deadline July 2028 · PSLF still active

The student loan landscape changed dramatically in 2025–2026. The SAVE plan is gone. The "One Big Beautiful Bill" restructured income-driven repayment. New deadlines are approaching fast. This guide tells you exactly what happened, what exists now, and what you must do before the deadlines.

URGENT — Two Deadlines Approaching:
July 1, 2026: RAP (new repayment plan) launches. SAVE borrowers must switch plans. Parent PLUS borrowers pursuing PSLF must consolidate and enroll in IBR BEFORE this date.
July 1, 2028: PAYE and ICR plans close permanently. IBR enrollment deadline. Miss this and you are locked into RAP — no going back.

Current Repayment Plans — What Exists in June 2026

IBR — Income-Based Repayment

ACTIVE — Best Option for Most Borrowers

The most important plan right now. IBR is the only existing income-driven plan that survives permanently after 2028. It was NOT eliminated by the One Big Beautiful Bill. For current borrowers who want income-driven repayment for the life of their loans, IBR is the plan to be on.

Monthly payment10% of discretionary income (new IBR — loans first disbursed on/after July 1, 2014) OR 15% (old IBR — before July 1, 2014)
Forgiveness timeline20 years (new IBR) or 25 years (old IBR)
Enrollment deadlineMust enroll BEFORE July 1, 2028 — miss this and you are locked out of IBR permanently
Who can enrollMust not have borrowed any new federal loans after July 1, 2026
PSLF compatible?Yes — IBR payments count toward PSLF

RAP — Repayment Assistance Plan

LAUNCHING July 1, 2026

The new income-driven repayment plan replacing SAVE. Launches July 1, 2026. Less generous than SAVE — higher payment percentages and a 30-year forgiveness timeline (vs. 10–25 years for SAVE). For borrowers who miss the IBR deadline in 2028, RAP will be their only income-driven option.

Monthly payment1%–10% of adjusted gross income ($10/month if income under $10,000/year)
Forgiveness timeline30 years — longer than IBR (20–25 years)
Launch dateJuly 1, 2026
PSLF compatible?Verify — confirm at StudentAid.gov when RAP launches
Parent PLUS loans eligible? No — Parent PLUS borrowers are NOT eligible for RAP
How to enrollAvailable at StudentAid.gov starting July 1, 2026

PAYE — Pay As You Earn

SUNSETTING July 1, 2028

Still available now — but closing permanently July 1, 2028. Payments are typically lower than IBR. For borrowers currently on PAYE: stay until the deadline to keep lower payments, then switch to IBR before July 1, 2028. Do not switch early — you'll lose the lower payment benefit.

Monthly payment10% of discretionary income
Forgiveness timeline20 years
Plan end dateJuly 1, 2028 — must switch before this date
Recommended actionStay on PAYE now (lower payments). Switch to IBR before July 1, 2028. Do NOT wait until the last minute.

SAVE — Saving on a Valuable Education

TERMINATED — March 10, 2026

SAVE is permanently gone. The federal court entered final judgment terminating SAVE on March 10, 2026. Borrowers who were in SAVE forbearance must switch to a different plan. Critically: months spent in SAVE forbearance (since August 2024) do NOT count toward PSLF or IDR forgiveness timelines.

If you are currently in SAVE forbearance: Switch plans NOW. Every month you stay in SAVE forbearance is a month that does NOT count toward your forgiveness timeline. Switch to IBR at StudentAid.gov immediately. Or wait until July 1 to switch to RAP if you prefer that plan.

ICR — Income-Contingent Repayment

SUNSETTING July 1, 2028

Still available now but closing July 1, 2028. Important for Parent PLUS borrowers: ICR is currently the only IDR plan available to Parent PLUS borrowers pursuing PSLF. Since Parent PLUS loans are NOT eligible for RAP, Parent PLUS borrowers must consolidate and enroll in IBR before June 30, 2026 to preserve PSLF eligibility.

Parent PLUS borrowers with PSLF goals: Deadline is June 30, 2026. You must consolidate your Parent PLUS loan into a Direct Consolidation Loan AND enroll in IBR before June 30, 2026. After July 1, Parent PLUS loans will not be eligible for RAP — and ICR closes in 2028. Act immediately.

PSLF — Public Service Loan Forgiveness (Still Active)

PSLF Was NOT Eliminated — Still the Best Forgiveness Path for Heroes

Public Service Loan Forgiveness was NOT eliminated by the One Big Beautiful Bill or any court ruling. PSLF remains the most powerful student loan forgiveness program available — and it directly benefits the hero professions this site serves.

Who qualifies for PSLF: Teachers, nurses, firefighters, police officers, social workers, public defenders, government employees, and employees of qualifying nonprofit organizations (501(c)(3)).

How it works: Make 120 qualifying payments (10 years) while working full-time for a qualifying employer. Remaining balance is forgiven tax-free.

Key 2026 PSLF update: As of April 2026, 89,720 PSLF buyback applications are pending — up from 80,210 in November 2025. The buyback option allows borrowers to retroactively count months they were in forbearance or deferment. If you have a buyback application pending, continue making qualifying payments and working for a qualifying employer — your application remains in queue.

IDR plan for PSLF: IBR payments count toward PSLF. Switch from SAVE forbearance to IBR immediately — forbearance months do NOT count.

PSLF RequirementDetails
Number of payments120 qualifying monthly payments — approximately 10 years
Employer requirementFull-time employment at government agency OR qualifying nonprofit (501(c)(3))
Loan typeDirect Loans only — FFEL and Perkins loans must be consolidated first
Repayment planMust be on an IDR plan (IBR, PAYE, ICR, or RAP when launched). Standard plan does NOT qualify.
Employment certificationSubmit PSLF Employment Certification Form annually at StudentAid.gov — do not wait until 120 payments
Tax treatmentPSLF forgiveness is tax-free — a major advantage over IDR forgiveness (which may be taxable)
Current backlog89,720 PSLF buyback applications pending as of April 2026 (CNBC). Continue working and certifying.

Deadlines — What You Must Do and When

Critical Deadlines — Do Not Miss These

June 30, 2026
Parent PLUS + PSLF deadline. Parent PLUS borrowers pursuing PSLF must consolidate into a Direct Consolidation Loan AND enroll in IBR before this date. After July 1, Parent PLUS loans will not be eligible for RAP — and ICR closes in 2028. Consolidate immediately at StudentAid.gov.
July 1, 2026
RAP launches. SAVE borrowers must switch. RAP (Repayment Assistance Plan) becomes available. All SAVE borrowers should switch to IBR or RAP immediately — every additional month in SAVE forbearance does NOT count toward forgiveness. New Graduate PLUS loans no longer available after this date.
July 1, 2026
New federal loan borrowing limits take effect. Lifetime borrowing limit: $257,500. Parent PLUS: $20,000/yr, $65,000 lifetime. Graduate students limited to $20,500/yr or $100,000 total.
July 1, 2028
PAYE and ICR close permanently. IBR enrollment deadline. Must be enrolled in IBR before this date or you are locked into RAP permanently. If on PAYE or ICR — do NOT wait until the last minute. Switch to IBR by June 30, 2028. Miss this deadline and there is no going back to IBR.

What Action Should YOU Take Right Now?

1
Find out which repayment plan you are currently on. Log into your StudentAid.gov dashboard → Loan Details → Repayment Plan. This single step tells you everything. If you don't know what plan you're on, you cannot make the right decision.
2
If you are in SAVE forbearance — switch to IBR immediately. Go to StudentAid.gov/idr and apply for IBR. Every month in SAVE forbearance is a lost month toward forgiveness. The IDR application backlog is 553,966 as of March 2026 — apply now, not in June.
3
If you work in public service — certify your employment for PSLF every year. Go to StudentAid.gov/PSLF and submit an Employment Certification Form annually. Do not wait until you reach 120 payments. Annual certification catches errors early and confirms qualifying months.
4
If you are a Parent PLUS borrower pursuing PSLF — act before June 30, 2026. Consolidate your Parent PLUS loan into a Direct Consolidation Loan AND enroll in IBR immediately. This is an urgent deadline — missing it permanently eliminates PSLF eligibility for Parent PLUS borrowers.
5
If you are currently on PAYE — do NOT switch yet. PAYE payments are lower than IBR. Stay on PAYE to keep the lower payment. Switch to IBR before July 1, 2028 — not before. Your qualifying PSLF months carry over when you switch plans.
6
Wait for RAP to launch (July 1, 2026) before deciding between IBR and RAP. If you are currently in SAVE forbearance and considering RAP, wait until July 1 to see the final RAP terms. If you cannot afford payments under IBR, RAP's lower minimums may be preferable. But IBR offers shorter forgiveness timelines for most borrowers.

Heroes — Special PSLF Considerations

Teachers, Nurses, Firefighters, Police — PSLF Is Your Most Powerful Tool

Public service heroes have access to the best student loan forgiveness in the country — PSLF forgives remaining balances after 120 qualifying payments, completely tax-free. The key actions for heroes:

Teachers: Public school teachers qualify automatically. Submit annual PSLF Employment Certification. Teacher Loan Forgiveness ($17,500 for math, science, special ed) is a separate program — can be used before PSLF in some cases.

Nurses and Healthcare Workers: Hospital-employed nurses at nonprofit hospitals qualify. Government hospital employees qualify. Verify your employer's PSLF status at StudentAid.gov/PSLF before assuming you qualify.

Firefighters and Police: Government employees — local, state, or federal fire and police departments. All qualify for PSLF. Submit annual certification immediately.

Critical SAVE issue for heroes: If you have been in SAVE forbearance since August 2024, none of those months count toward PSLF. Switch to IBR immediately and resume making qualifying payments — every month matters for PSLF.

Is There Still Broad Student Loan Cancellation in 2026?

No — there is no universal $10,000 or $20,000 blanket cancellation in 2026. The Biden administration's broad cancellation was struck down by the Supreme Court in 2023. The Trump administration is not pursuing new broad cancellation. Forgiveness in 2026 is highly targeted: PSLF (public servants), borrower defense (defrauded students), total and permanent disability discharges, and IDR forgiveness after 20–30 years of qualifying payments.

Frequently Asked Questions

Is the SAVE plan still available in 2026?
No. The SAVE plan was permanently terminated on March 10, 2026, when a federal court entered the final judgment. Borrowers who were in SAVE forbearance must switch to a different plan — IBR is recommended for most borrowers. Every month remaining in SAVE forbearance does NOT count toward PSLF or IDR forgiveness timelines.
What is RAP and is it better than IBR?
RAP (Repayment Assistance Plan) is the new income-driven repayment plan launching July 1, 2026. For most borrowers, IBR is the better choice: IBR offers forgiveness in 20–25 years vs. RAP's 30 years. RAP's only advantage is a lower minimum payment floor (1% of income, or $10/month if income under $10,000). If you cannot afford IBR payments, RAP's lower minimum may help — but you will pay for 30 years instead of 20–25.
Does PSLF still exist under the Trump administration?
Yes — PSLF was NOT eliminated. The One Big Beautiful Bill (signed July 2025) restructured IDR plans but did not eliminate PSLF. Public servants who work for qualifying government agencies or 501(c)(3) nonprofits and make 120 qualifying payments still receive full PSLF forgiveness, tax-free. Submit your annual PSLF Employment Certification at StudentAid.gov/PSLF immediately.
I am a teacher/nurse/firefighter. What should I do right now?
Three immediate actions: (1) If in SAVE forbearance — switch to IBR at StudentAid.gov immediately. (2) Submit PSLF Employment Certification at StudentAid.gov/PSLF for your current employer. (3) Log into StudentAid.gov and confirm your loans are Direct Loans — if not, consolidate. For teachers: also check Teacher Loan Forgiveness eligibility. For all heroes: PSLF forgiveness after 10 years is tax-free and the most powerful option available.
Will my forgiveness progress reset if I switch from PAYE to IBR?
No. Switching IDR plans does NOT reset your forgiveness progress. Prior qualifying payment months carry over when you change plans. If you have made 60 qualifying payments on PAYE, those 60 payments count when you switch to IBR — you do not start over. This applies to both IDR forgiveness and PSLF credit.
Is student loan forgiveness taxable?
It depends on the program. PSLF forgiveness is completely tax-free — one of its biggest advantages. IDR forgiveness (IBR, RAP) may be taxable as income in the year of forgiveness — consult a tax professional before relying on IDR forgiveness as a strategy. Borrower Defense and disability discharges are generally tax-free.

Bottom Line: Student loan forgiveness in 2026 is not dead — but it is targeted and deadline-driven. PSLF remains the most powerful tool for heroes (teachers, nurses, firefighters, police) — tax-free forgiveness after 10 years of qualifying payments. SAVE is gone — switch to IBR immediately if you are in SAVE forbearance. The July 1, 2028 IBR enrollment deadline is the most important deadline most borrowers don't know about. Log into StudentAid.gov today, find out what plan you're on, and take action before the deadlines pass.
